(1) That interest on arrears of first instalment should be charged from the date on which that instalment was called up.
(2) That interest should be charged on arrears of second and subsequent instalments from the dates on which the several sections in respect of which the instalments were severally called up were, or may be, commenced. That such interest should remain in abeyance and be hereafter applied to meet the overexpenditure, if any, on the total estimated cost of the whole reclamation.
If there be no such overexpenditure, the interest to be paid into the Treasury and credited to general revenue as a miscellaneous receipt.
